After over 800 years of not always benevolent rule of 500+ colonized planets that have and continue to be exploited by Earth-based chartered companies, the increasingly corrupt Federation has just won an interstellar civil war against the 130 worlds of the breakaway System States Alliance because of its secret weapon; a super-computer codenamed Merlin capable of strategic, tactical, logistical and administrative oversight of the entire war effort.
But Merlin has a darker side. It can also predict future trends, and at war’s end, it predicted that the Federation would gradually slide into chaos and anarchy in a new Dark Age that might last thousands of years. The only hope of avoiding that new Dark Age is if a reborn SSA overthrows the Federation like a phoenix rising from the ashes. This is a daunting task to the defeated SSA military survivors until they learn what has just happened on the planet Poictesme, where the abandoned and buried Merlin computer lies waiting for someone to re-activate it.
